    Laws of a nations can be changed if within and outside parliament fully agreed to change or amend any laws . The reform of laws is only accepted if the political party in power fully agreed to the decision of changing or amending laws .If the party power refuse to make a new law , no matter the helpfulness of that new law , the law will not be .implemented .
