    atoms that have a full outer shell by loosing electrons are metals with the exception of hydrogen.

    The atoms that have a full outer shell from LOSING electrons are metals. Group I needs to lose 1 electron to have a full outer shell. Hydrogen, though in group I, is exempt, and almost classed by itself. Group II must lose 2 electrons to have a full outer shell. Group III are predominantly metal elements, and must lose 3 electrons to have a full outer shell. Group 4 is made up of both metals and non-metals, and share the 4 electrons in their outer shell, rather than gain or lose them. Groups V-VII gain atoms and are non-metals. Group VIII, the Noble Gas group, already have full shells, don't require a loss nor gain, and are therefore do not react.
