Highway Capacity Manual
The Highway Capacity Manual (HCM) is a publication of the Transportation Research Board of the National Academies of Science in the United States. It contains concepts, guidelines, and computational procedures for computing the capacity and quality of service of various highway facilities, and the effects of mass transit, pedestrians, and bicycles on the performance of these systems.

Pedestrian Levels of Service
The concept ‘Pedestrian Levels of Service’ was first introduced in Highway Capacity Manual (HCM) in 1985. Quality and level of service describe the performance in a way that is designed to be favorable to a decision.

A Street is broken up into four formal units of analysis, each of which receives a PLOS score.

Bicycle Level of Service
Bicycle Level of Service (BLOS) is a nationally-used measure of on-road bicyclist comfort level as a function of a roadway's geometry and traffic conditions.

Bicycle Compatibility Index
The Bicycle Compatibility Index (BCI) allows practitioners to evaluate the capability of a variety of roadways to accommodate both motorists and bicyclists using geometric and operational characteristics such as lane widths, speed, and volume.
