Understanding Interested Parties' Needs and Expectations (Clause - 4.2); It is related to the identification and listing of interested parties and related information related to them.
Identifying the EnMS Scope (Clause - 4.3); is related to the determination of EnMS scope. There is a restriction in the standard here; the organization cannot exclude any energy type from its scope and boundaries.

As an organization, EnMS needs to demonstrate improvement in some areas and not all areas. It does necessarily means that all the Energy Performance Indicators (EnPIs) will be improved, some EnPIs will somehow show improvement while others will not.
