    I suspect I am getting ahead of myself, but a baseline has to be established before results can be predicted. Also, there needs to be an assessment of what will happen if there are no inputs. Most systems are not static, so change takes place without external inputs. It could be that the consequences of inputs is to maintain the status quo.

    The results are the data that we get at the end of an activity. The results based management are the data that we get and are influenced by the management or the framework.
