    Special education has to be government legislation, because it is the only way students facing this condition can have access to education , taking into consideration that the cost for providing a school environment that fits students disabilities it is really high and some parents do no have enough economical resources for sending their children to private special school. From another point of view, I agree that everybody should have the right to receive instruction, however, i think the teachers need to be supported in this task, all teachers who had to face this situation would agree with me, when i say it is not easy task to accomplish.

    Whilst Disabilities Education Act 1975/2004 not relevant in UK we have very similar legislation in force which says just about the same thing.

    The Individuals with Disabilities Education Act 1995/2004 was an important and strategic American law that aided increasing the educational methods for teaching disabilities children (from birth to age 21) in the schools. This law had positive impact in the law of other countries around the world. The main matters are: - Adjusted education and free; - Correct method; - Equal perform evaluation in spite of disability; - Education in the “least restrictive environment”; An educational plan designed for each learner.

    All individual Human Beings have the right to Education. As articulated best by the United Nations' Universal Declaration of Human Rights, this is so irrespective of race, gender, geographical location and most importantly, the person's disability status. As our topic focusses more on Special Education (and/or Learners with Special Educational Needs) and legislation, it is of fundamental importance to analytically look into how Legislative Eevolution in relation to academic program aimed at accommodating Students with Special Educational Needs has unfolded. Starting in America we have noted the following acts (1. Rehabilitation Act of 1973, 2. Americans with Disabilities of 1990 and Individuals with Disability Education Act of 1975/2004) which had assisted in legislative modification of the educational program so as to better accommodate those with special educational needs, it is also significant to noted that this has also spread onto other countries around the world.
