Various Mechanisms in the Dispute Resolution Framework. There are various mechanisms in the dispute resolution framework which includes the Parliament, Police and law enforcement agencies, and the court. Each mechanism has a significant role in dispute resolution. However, the traditional court hierarchy is the major forum for dispute resolution within the legal system, and is often used when other methods of dispute resolution fails or are inadequate for the purposes of justice. The traditional courts are arranged in a hierarchy which makes the dispute-settling process more efficient by offering degrees of specialisation in the solution of appeals to operate and facilitating the use of the doctrine in law-making. Parliament is the main mechanism responsible for making laws/rules. The police and law enforcement agencies are also able to discover crime, deterrence, apprehension of offenders and to bring them before the courts. Presence and existence also helps to prevent any disruptive conduct before it occurs.

Am I right to think that sometimes one mechanism may perform the duties of the other one up to certain level? Say for instance, when police are given the right to fine drivers on the spot instead of sending the offender to the courts. Are these quite advanced legal systems isn't it not?
