In the organization, I am most familiar with, none of these are happening, it always seem like a secret of what is going on and then get an email indicating a survey requires our attention and then nothing again, so communication is vital.

What are the characteristics of a good HR Manager?
I believe one of the greatest gift the HR dept can do is to ensure that each employee is known and understood. I have seen where employees desire to move in other directions but are not finacially able or motivated to move on. HR personnel can assist to charter that employees path so that they are able to acquire new skills or improve on ones already practising. I have seen people working in salons, who move on to be nurses, people without high school diplomas who study one subject at a time just to have a certificate. Personal development is important for self worth. HR should assist- I'm not saying give a handout- i'm thinking its apart of motivating the employee to realise his/her goals. I really have to speak with an HR professional to see what they think about my philosophy.
