A solution of sodium hydroxide was standardised using potassium hydrogen
phthalate as a primary standard. The reaction occurring is described by the
equation:

6.38 g of KHC8H4O4 was added to water in a 200 mL volumetric flask to
produce exactly 200 mL of aqueous solution. 20.0 mL aliquots of this
solution were then titrated with the NaOH(aq) solution using
phenolphthalein as indicator. An average titre of 23.50 mL was required to
reach the endpoint.

Determine the concentration of the sodium hydroxide solution.
